Creates an arc by allowing the user to select the center and end points of the arc.

== How-To ==

Click on the point that lies in the center of the intended arc. Click on another point to create the first end point. A blue arc will be drawn from the first end point to the point on the arc closest to the cursor. Move the cursor until the second end point is in the desired location and click to place the arc.
